The purchase of mitigation bank credits to offset wetland impacts has become an increasingly popular mitigation option over the last ten years.  The reason for this is threefold:  First, mitigation banks are convenient, freeing the project team from the need to identify mitigation sites and conduct design services which, in limited cases, may not result in initially successful mitigation. Second, mitigation banks are ecologically superior to a patchwork of small and disjunct mitigation sites.  Finally, mitigation banks by definition have high ecological values and are regionally significant, thereby meeting the "out provision" of Section 12.1.1.2b of the St. Johns River Water Management District Applicant's Handbook, freeing applicants from onerous water management district impact elimination and reduction standards.  In addition to this benefit in state permitting, mitigation banking has been designated by U.S. Army Corps of Engineer as the most preferable mitigation option for offsetting federal dredge and fill impacts.

(ERS) has successfully processed permit applications for the majority of the existing mitigation banks in northeastern Florida, we are eminently qualified in all the technical and administrative aspects of mitigation bank permitting.  In addition to the banks that have been permitted, ERS has also evaluated more than a dozen potential mitigation bank sites, conducting feasibility assessments and determining credit generation potential.
